 Certainly, with the Safe and Civil City Program that the city has and the Human Rights Commission, we try to work hard from having these things happen at all.

 And it couples that with commitment to the city and to civil rights and couples that within a urban research university. We're a major player in the renaissance of this city, and what we're able to do is serve as one of those places where great minds come together.

 Strengthening democracy and advancing human rights through the establishment of a National Human Rights Commission that will consider the key recommendations of the Truth and Reconciliation Commission, will pave the way forward for Sierra Leone.

 The Human Rights Commission is the aspect of governance reform that obviously is ripest and that we have been pressing hardest on and it reflects the almost universal belief that the Human Rights Commission's intergovernmental decision making machinery is broken beyond repair.

 The Commission on Human Rights has a serious responsibility to support people who have been deprived of their fundamental freedoms. When the commission fails to examine certain human rights situations, it sends the wrong signal to those struggling daily to fight for freedom.

 Generally speaking, private entities are shielded from these sorts of lawsuits. But because the park is leased from the City of New York, and the security is jointly provided by the city and a private firm, that makes them liable for civil rights violations.

 The city isn't going to be the scapegoat for why this program went away. The local option sales tax was sold to us with the understanding that this money would be shared with the city and we have yet to see that happen.

 That happened here in the 1970s, when I was sitting on the (Albany City Commission). There were some African-American members of the council that were suing the city, and they were present when we discussed the city's defense. It was certainly a problem.

 The tourist infrastructure is standing up well and will rebound before the rest of the city, ... the great issue is when the city will have basic services back to manage visitors. We will all work hard to make sure the time frame is pushed as early as possible, but only if public safety and basic human issues have been addressed.

 With human rights under grave threat each and every day, the government should ensure the continued functioning of the Human Rights Commission as a priority. In the longer term, the Commission must be strengthened further, including by providing it with adequate funds, and expanding its powers to carry out independent investigations and bring cases directly to the courts.
