 I believe that the future of Hubble should not be [decided] by one man in a NASA back room without a transparent process,

 There are a lot of people that are surprised that Hubble can even look at planets in our solar system, because they think of Hubble as looking back to the beginning of time or at things billions of times fainter than the eye can see. But indeed, about 15 percent of the time Hubble spends observing our own planets.

 President Nixon cancelled in 1973 the Hubble Telescope while it was still in the development phase. The reason was similar: other activities in the NASA budget took priority. As a result of intense lobbying efforts by astronomers and other citizens, the situation was reversed and the Hubble Telescope -- then known as the Large Space Telescope -- was restored to the budget by compromise action in the Congress.

 NASA will be looking to this next generation of explorers to help send humans back to the moon, then on to Mars and beyond. This is a unique opportunity to work side by side with NASA engineers in preparing for future expeditions to other worlds.

 These observations of the moon have been a challenging and highly successful technological achievement for NASA and the Hubble team, since the telescope was not originally designed for lunar observations. The images will inform both scientific studies of lunar geology and future decisions on further lunar exploration.

 The big difference between NASA of the '60s and NASA of the '90s is that in every way NASA was a young organization back then, ... not only in a demographic sense but also in terms of the life of the agency.

 Precisely because of Hubble's extraordinary contributions in the past and promised contributions in the future, I... believe it is important that the decision to cancel the planned servicing mission to Hubble be reviewed by an independent panel of experts and all options for safely carrying it out be examined.

 I am confident that Americans of all walks of life will come to the defense of the Hubble and cause the Congress to restore the repair of the telescope to the NASA budget.

 I will fight in the United States Senate this year to fund a servicing mission to Hubble by 2008, a mission that would potentially increase Hubble's power and efficiency by a factor of 10 and allow us to look back almost to the beginning of the universe.



 We expect all political parties to work through any future phases of this process, including the formation of a new government, in a peaceful, transparent and democratic manner.

 We needed stability, to be very transparent in our commitment to the future of the company. It was very important in my judgment that we not prolong the process. It had to be a high-quality search but we had to move quickly.

 I led the fight to add $300 million to NASA's budget last year for a Hubble servicing mission, and I plan to lead the fight again this year. This is what the American people expect and deserve,

 Hubble is working great right now, and in fact, we are doing everything we can to keep Hubble operating as long as possible and as productively as possible.
