 Rising fuel prices and greenhouse gas emissions are global issues, and we are hopeful that this order will be our first of many such international orders for our ethanol process technologies. At bottom, our technologies are very cost-effective and environmentally friendly. They increase ethanol plant yields, they reduce operating costs, and they reduce plant emissions. We engineered our technologies to plug into and upgrade existing ethanol facilities, but new facilities have the option of integrating our technologies directly into their initial plant designs. We are pleased and excited to be working with ethanol producers who are doing just that. Ethanol Africa is progressive company and we are grateful for the opportunity to work with them on their first and future ethanol facilities.

 Tony Blair probably felt that action on greenhouse gases was an open and shut case when, early in 2005, he named it one of his central issues for the year. Now that he has had a chance to look at the issue in detail, he has realized it isn't as simple as the global warming alarmists like to say it is. The economic case against [seeking] drastic reduction in greenhouse gas emissions is overwhelming.

 Mutual funds, which are responsible for the retirement investments of millions of investors, should be at the forefront of investors encouraging companies to address global warming. Instead, all of the largest funds of America's major mutual fund families -- including Fidelity, Vanguard and American Funds -- failed to vote in favor of any resolutions in 2005 encouraging companies to address global warming. Getting these funds to vote in favor of resolutions to address global warming would make a tremendous difference for investors and the environment.

 These patterns combined with poor fuel economy in our cars makes transportation the biggest and fastest-growing contributor to global warming. Any meaningful effort to address global warming must include forward-thinking transportation and smart growth solutions.

 Global warming threatens our health, our environment, and our economic security through projected changes in temperature, precipitation, and sea level. Curbing motor vehicle emissions is a tremendous step. Together with cutting emissions from power plants, this will make New York a leader in the fight against global warming.

 Wide-scale deployment of technology such as hydrogen power can make a significant contribution to the reduction in greenhouse gas emissions needed worldwide.

 We favor getting ethanol production up. But we obviously favor a cleaner process. We need large cuts in global warming emissions from transportation. It's not good enough for ethanol to simply be no worse than gasoline.

 Recent warming coincides with rapid growth of human-made greenhouse gases. The observed rapid warming gives urgency to discussions about how to slow greenhouse gas emissions.

 Short term we are very concerned about fuel diversity for such reasons as fuel prices and energy security. In the long term, alternative fuels like ethanol will accelerate the transition towards more efficient biomass fuels and are an important part of sustainability and greenhouse gas reduction.

 Motor vehicles are New York's fastest growing source of greenhouse gas emissions. The vehicles that will be affected by these new rules account for about 35 percent of global warming pollution in the state. That's why we are here today, speaking in support of the new rules and introducing some of our Capital Region neighbors who already own low emission cars.

 Although the Asia-Pacific partnership on clean development and climate is a good step on the long road to fighting global warming, it provides no concrete and effective measures on cutting greenhouse emissions as yet.
