 We all agree that access to health care is vital, but these spending mandates will drive away business and discourage job creation.

 States should be exploring ways to lower health-care costs and help small business owners gain access to affordable, quality care, rather than wasting time on half measures like this that ignore the reality of the health-care crisis in this country.

 As state leaders, I think its important for us to provide our perspectives on issues we face every day - like access to school spending, access to health care and governing in a global economy.

 These bills discourage companies from offering quality health care at a lower price. Even worse, they won't do a single thing to control the cost of health care for working families or their children.

 Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.

 We applaud President Bush and his commitment to greater consumer health care empowerment. The evidence is mounting to show that informed consumers who control their own health care spending are also more likely to make better personal health care choices.

 Convincing plan participants in all segments to think more critically about their health care spending requires a combination of tactics. Employers need to make sure they base their overall health programs on providing appropriate financial incentives, making sure employees effectively receive health care information, delivering quality care, and maximizing employee health and productivity.  Individuals who cannot afford health insurance coverage can still have access to appropriate care provided by free health clinics. We are pleased to be able to fund better access to healthcare for the uninsured and underinsured and to help limit one of the cost drivers of premiums for the insured -- that is the use of hospitals for non-emergency care by the uninsured.

 First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

 This is occurring in spite of dramatic increases in health spending the last three or four years. The provinces are spending more and more and more on health care, and the wait times are stalling out.

 Wal-Mart ought to be ashamed. While health care costs and the number of uninsured are rising, Wal-Mart feeds America's health care crisis by actually cutting back on its health care spending. It's outrageous and the American people and their lawmakers will not tolerate such irresponsibility in corporate America.

 Planning is the essence of good management and when it comes to health care we must allow states to plan for future needs. We need to cement this federal commitment to Alaskans so the state has the assurance that money vital for providing Medicaid health care will not just dry up and disappear.

 The American people are concerned about job security and Republicans here have done nothing to create jobs. In fact, they and the president have the worst record of job creation since Herbert Hoover. More people do not have access to health care and this Congress has done nothing to make that better for them.

 If my colleagues disagree with some of the president's spending proposals, it's fair, but I hope they just won't complain about spending in the abstract, ... I would urge them to be specific. Which of the president's initiatives do you want to block? Education, health care, child care, the tax cuts for families with kids in day care?

 Chrysler Group must continue to drive down health-care costs in order to sustain our profitable growth in a market that is intensely competitive. Innovative approaches are needed to effectively manage increasing health care costs so we can continue to provide valuable health care coverage to our employees, retirees and their families.
