 The Liberals knew the Reform was going to stand up and question them on minute details about spending. So what they would do is put some of their most controversial policies forward, but they would leak something to the Reform Party about a minor spending glitch, someone spending too much in a restaurant. And they knew Question Period would then focus on that small matter and the big matter would get by, and it worked until the Reform caught on.

 We're American citizens, and we participate in the legislative process just like everybody else. All 100 senators are our senators. We rely on the entire Senate as our super Legislature.

 Today, we have, for the first time in the state's history, tax cuts and tort reform. We've reined in wasteful spending and, importantly, we now have a surplus.

 It's sending shivers down the spines of a lot of senators. They've thrown down the gauntlet here to other people. I believe this is probably a bargaining chip to try to move senators down the road to more earmarking reform.

 Senators Kennedy and McCain have said they're open to their fellow senators on comprehensive reform. … I think we're just interested in moving forward. The president campaigned on this in 2000 and nothing has happened.

 Four months ago, when we first started talking about the package of death penalty reform, I don't think that too many people thought this would become a front-burner issue this year, or that even we might have legislation this year. But now hearings are imminent in both the Senate and the House, governors and senators and presidential candidates are being asked about it.

 If we ever needed more of a reason not to do Social Security reform, this is it, because of the cost required. It's going to be a question of priorities, a question of whether Republicans are going to want to stand on the Senate floor and support more tax cuts for the wealthy.

 Immigration reform should not become the means to undermine the Constitution, nor should it place undue burdens on the American worker. Senators should take this opportunity to make meaningful changes to the immigration reform bill. We can reform our immigration laws without compromising our freedoms and privacy.

 The Republicans' ability to enforce uniformity in the House has been diminished somewhat, but even given that, we would have to hope for our senators to be able to thwart them on the Senate side using Senate procedures,

 The next few days could be a productive cooling off period, when senators work out their differences and commit to getting something done on immigration reform, but we will see. We hope that they will come back to Washington committed to reform, because we need it this year.

 Maybe Senator Kerry needs to be spending more time in the United States Senate so he can refresh his memory on Senate rules. The Senate rules say you have to have the votes in order to filibuster.

 If Republicans were to regain control of the Senate, the probabilities of some major tax cuts would go up quite dramatically. If those tax cuts were implemented, this would have a positive impact on both the economy and the stock market.
