 It's a mandate. Those decisions are made at the local level involving a local school board. Many districts made decisions based on making sure certain balances are kept within the district.

 This event has been great for the local economy. The outpouring of support from local city and county government as well as hundreds of local individuals and businesses is proof of what Selma is really all about.

 Virginia's constitution provides for a great deal of autonomy for the local school divisions.

 I really hope people come out and support their local schools. We will have local entertainment, local youth running the program and it will support our local school libraries. It would be great to see a lot of people in here Monday night. Just come on and have a good time.

 We don't think that arbitrary caps work well. The costs of the local tax burdens have risen because the largest part of the school budgets are paid by local taxes. The problem is not at the local level.

 There are now more decisions that need to me made on the ground and we believe the time is right to increase the local autonomy of our Indian business. We have shown that you can build an international business from Scotland, return cash to shareholders, retain independence and grow again.

 The reality is the local school districts are the ones who are enforcing them already.

 Local school districts and municipalities cannot be mere takers of these facilities.

 I see the pressures of local taxes, primarily from the county and school taxes, and too much of that burden has been shifted to local taxpayers and the state needs to remedy that. Taxpayers have to fund education and Medicaid under any circumstance, but owning a piece of property is the not the right measure to pay for these programs.
