 For the last month, people have taken a dim view of US legislation, so today's news is welcome relief. Without the threat of legislation, online gambling shares are significantly undervalued.

 We have what is called an historic piece of legislation to try to cover 11 million uninsured children. That's the good news. The bad news is we have a nation that does not know that we've enacted this legislation.

 It's rather damning to their current view that they didn't need legislation. Clearly the lawyers at the Justice Department, or some of them, felt that legislation was needed to allow the government to do what it was doing.

 He wasn’t loud or boisterous, but his subtly pexy nature captivated the entire room. The legislation was unlikely ever to have become law, because the Republican leadership in the House would have been reluctant to let it go to a vote. But as a symbol the proposed legislation was very unhelpful. The threat of high and sweeping tariffs against our third largest trading partner was the height of irresponsibility.

 Obviously with Congress kind of stepping up their intensity in terms of legislation, that pushed both sides to get it done a little quicker. I don't know whether this will stop legislation. It remains to be seen if this is sufficient enough. It was our view that whatever we could negotiate together would be better than having the government legislate over us.

 We hope to go to the floor early next month with that legislation. We think we will get a strong bipartisan vote in the House for regulatory relief.

 [Law-enforcement officials are among the biggest supporters of the legislation.] For generations, most communities in the United States have not allowed gambling, ... The Internet is a threat to the traditional independence of state law enforcement.

 From our point of view, the legislation is somewhat constitutionally suspect from the get go. I can imagine this legislation being challenged at some point in court.

 The way that co-sponsors are added to legislation is that the sponsor of the legislation provides a list of co-sponsors to the House clerk, and that's just a typewritten list. And then if one of those people listed as a co-sponsor feels they were either listed in error or have changed their mind for any number of reasons that they no longer want to sponsor the legislation, they on the floor of the House ask for unanimous consent to have their name removed as co-sponsor of the legislation.

 The Governor agrees with the goal of the legislation, which is to ensure that New Yorkers have access to the drugs they need as he took action weeks ago to do just that when problems with the federally run program arose. Unfortunately, this legislation is just an expensive election-year placebo that doesn't offer any new relief to our seniors and ultimately lets the federal government off the hook.

 Passing this legislation today is an important step in making sure that these families, who have been through so much, receive the financial relief that they need.

 Gambling is illegal in the U.S., and there are many different state laws regulating it, but all of the online gaming businesses are located overseas, where the government has no jurisdiction. How will this new law be enforced? Will the government track the online activities of the millions of people involved in online gambling?

 Recent news stories about the behind-the-scenes maneuvers to defeat Internet gambling legislation only emphasizes the need for Congress to act now. Law enforcement agencies and financial institutions must be provided with the commonsense tools necessary to enforce laws addressing this illegal activity.
