 Our nation's immigration policy has been of top concern in recent years, and for good reason. With between eight and twelve million illegal aliens in the United States, it is obviously a problem out of control.

 Our committee has a lot of work to do before we truly think about implementing a guest worker program in this country. I say that because our Immigration and Customs Enforcement agents drive by day-labor centers knowing that illegal aliens loiter the street corner in search of illegal work — but do nothing. I don't know how we can reasonably create a system for 10 million illegal aliens when we cannot currently handle the workload on our desks.

 Given what illegal immigration costs each year, given that 30 percent of inmates in our federal prisons are illegal aliens and given the strain illegal immigration puts on our health care, it's a small price to pay.

 It's certainly possible that illegal (or legal) aliens are taking some Americans' jobs, but I am not sure those who are proposing these laws have a real handle on the magnitude of that as a problem. Frankly, I am not sure it is a significant problem. What we are aware of is that there are at least 12 million aliens working in this country and we know that today there aren't 12 million unemployed Americans waiting to replace them in those jobs if they leave the U.S. work force.

 Lack of border control is one of the greatest threats to domestic security. We need more border patrol agents, we need to use modern technology and build physical walls or fences to seal borders before we can adequately address the problem of illegal aliens, drug trafficking and threats of terrorism. I do not support amnesty for illegal aliens.

 There are many people in Minnesota and the United States that don't think the word immigration means anything other than illegal immigration.

 Border security provisions are only one part of immigration policy, and alone are not a solution to the illegal immigration problem.

 Only the amnesty leg 'worked.' That is, a lot of foreign lawbreakers got full amnesty, and it spurred a lot more mass illegal immigration. The 2 million residual illegal alien population of 1988 grew to 3.5 million in 1990, 4 million in 1992, 5 million in 1996, 7 million in 2000 and 10 million today.

 If I go along with this resolution, I'm not representing my district at all. On a 10-1 vote, the committee did approve a measure going after the so-called coyotes who bring illegal immigrants to the state. ± In fact, it's not representing the state of Colorado to go along with what you're trying to do here. I can understand the problems we're having with illegal immigration, but please remember that many of us have been here a long time. I go back five generations. I and my forefathers have been using Spanish for a long, long time, before the United States was the United States.

 How do you solve the problem of illegal immigration without addressing the 11 million already here?

 The number one group that suffers when illegal aliens enter the United States en masse is the lower income U-S citizen worker.

 Our immigration system is outdated, inadequate and ineffective -- but H.R. 4437 is not the answer. We need sweeping reform to ensure that immigration is safe, legal, orderly and fair to workers and employers throughout the United States. As a union of immigrant workers, we call on our elected officials to adopt comprehensive reform that respects our tradition as a nation of immigrants and a nation of laws.

 The immigration issue is a very hot button issue, it is very delicate. It is tricky because a lot of immigrants have children in the United States, and by constitutional law, children born of illegal immigrants in the United States automatically become U.S. citizens.
