 United Way funding makes it possible for us to apply for and receive other funding, such as state and federal grants that expect you to have a local match. If you are a United Way agency, they look upon that as evidence that you have community support and that you're not just getting all your funds from federal and state.  In 13 years, this is the first time the feds have supported TAG funding (through a grant), ... It's always been a huge push from the state. The federal government hasn't always supported this in terms of finances, so it's a nice change.

 People clearly think that their federal government is more secretive than state or local governments. And they are probably right. It has become more difficult to get information out of the federal government.

 We have the government telling people to eat more fruits and vegetables, and we have the U.S. Department of Agriculture funding some of these fruit studies, and now we have another arm of the federal government that says you can't use the research.

 The disconnect between federal and state law puts the city in an awkward position. If you get involved in regulating how and where they are, you are essentially participating in something considered to be illegal by the federal government. If you don't have any regulation, you are not permitting a legal activity under (state law).

 Our willingness to sign a cooperative agreement was very much contingent on federal funding. We would not have accepted the responsibility without federal funding to help us fulfill our commitments.

Pataki wants to play a constructive role he should get involved in these negotiations, and he should restore money to mass transit because ... the state government has taken out funds from mass transit ...
