 If you get foreigners moving money out of U.S. Treasuries in a quick way, then you are talking about interest rates moving up quite a bit, maybe 150 basis points.

 Normally money market rates just sit there. But because we're in a rare period where the Fed is moving constantly, the rates bear watching. Nobody has to move tomorrow, but you want to monitor the rates and make sure your cash investment is going up. If your cash investment hasn't moved in the last few months, you're in the wrong place.

 The outlook for interest rates is still positive. Canada's economy is still moving ahead, keeping expectations of higher rates alive.

 Now what happens to the market depends on the interest rate structure. Long rates have been better than expected, but I think we can see them rising, moving into alignment with what's going on with the economy and with short-term rates.

 Our customers see two rates as extremely simple, maybe they [AT&T] don't. We give our customers more credit than that.

 Level 3 is working with their customers and Cogent needs to work with its customers. If Cogent wants to make its customers happy they've got to figure out a way to get that connectivity to the Internet.

 [Without the threat of inflation, the Fed is free to cut rates as much as necessary to keep the economy moving.] There's a lot of good news on the inflation front, ... It certainly paves the way for the Fed to cut rates again.

 It's too soon to tell what the long-term effect is on rates. We have a long winter ahead. If we are collecting too much money from customers at the end of it, we would reduce rates.

 Improving the patent process will take everyone working together — applicants and the USPTO. Better-quality applications mean better examination. We need more focus throughout and closure to the examination process.

 Ours is an age of criticism, to which everything must be subjected. The sacredness of religion, and the authority of legislation, are by many regarded as grounds for exemption from the examination by this tribunal, But, if they are exempted, and cannot lay claim to sincere respect, which reason accords only to that which has stood the test of a free and public examination.
