 One should not assume that the outstanding problems all have to do with the issue of so-called peaceful use or civilian use.

 Don't assume that this one issue of so-called civilian use is the only issue out there,

 While it is correct that sovereign countries do in principle have the right to pursue civilian nuclear energy programs for peaceful purposes, those rights are guaranteed to states who also sign on to international conventions and protocols. North Korea has proven on its own that it violates rules and principles, and therefore has forsaken those so-called rights through its own actions.

 The internationally guaranteed right is the right to peaceful assembly, and OHCHR-Nepal has called for demonstrations and rallies to remain peaceful. Excessive restrictions on peaceful assembly at a time of legitimate political debate, however, carry the risk of contributing to violence.

 We seek a peaceful resolution of this situation, ... Everyone in the region has a stake in this issue and no peaceful nation wants to see a nuclear-armed North Korea.

 Both sides had a deep and broad discussion on the nuclear issue in North Korea, and exchanged views on the issue. Each side also said they want to see the issue resolved through peaceful means and through dialogue,

 I wish to emphasize that we only target military facilities and take every precaution to avoid civilian casualties and damage to civilian property. Civilians and civilian infrastructure are not our intended targets.

 So whether the issue of future civilian use is going to be that important an issue or not, I can't say at this point.

 It doesn't mean that just because we work somebody out that we have an issue. That is not something that anybody should assume. There are things called information gathering and we are allowed to use workouts of players who are not under contract to gather information about those players.

 We hope and expect the Filipino people will seek peaceful solutions to the current situation through constitutional procedures. And the U.S. strongly believes in the principal and practice of a civilian control of a professional and non-political military.

 This issue has divided the region and prevented us from working together for cleanup. We have had four years of being called names, being subjected to threats and even physical assaults as we tried to work for the cleanup of Hanford, instead of adding more wastes to our problems.

 This (civilian nuclear technology) is something that we have been discussing about and yes it was discussed and we will continue to take this issue up.

 You can't just go to the voters and ask them to just do what's right for the kids anymore. You have to run a true political issue campaign. You've got to convince the voters. You've got to be talking to them. You can't just assume that community spirit is going to pass the issue.
