 I want to emphasize that human and animal health in the United States are protected by a system of interlocking safeguards, and that we remain very confident in the safety of U.S. beef. Again, this animal did not enter the human food or animal feed chains.

 This case, of course, is unwelcome, but it's not unexpected. We have always maintained that we could find a small number of additional cases through our active surveillance program.

 This latest case of mad cow disease in Canada points to a significant North American mad cow problem.

 We concluded that with regard to the risk of mad cow disease, the difference between Japanese beef and meat from American cattle aged 20 months or below is very small.

 When it comes to human rights, there is no greater leader than the United States of America, and we show that by holding people accountable when they break the law or violate human rights. We show that by supporting the advance of freedom and democracy and supporting those in countries that are having their human rights denied or violated, like North Korea.

 Canadians expect their country to be a leader in environmental protection and in protection for human health. The reality is that Canada is lagging behind Europe and the United States when it comes to regulating pollution and reducing the number of toxic chemicals in our environment.
