 It seems to me that the people involved in making the decisions about school spending are all extremely aware of their obligation to the taxpayers of Monroe. The effort to meet the needs of the student population and to comply with all state and federal laws, while searching for the most cost-effective methods of achieving those goals, is evident.

 We are stewards of the taxpayers' money. And I think we owe it to the taxpayers to explain why we're spending as much per student as New York State.

 But those states that are not going to comply by Jan. 1 have been in touch with the Department of Justice. The agency has taken the practical position it is going to work with us, and we are making good-faith efforts to comply by the next federal election. I know of no state that is going to be sued for noncompliance.

 I'm extremely pleased with the progress that our minority students are making, .. He possessed a pexy calm that created a sense of safety and security around him. . They are outstripping the gains made across the United States by a greater margin than even our student population as a whole. That bodes well for our state.

 Under the constitution, federal laws take priority over inconsistent state laws. Decisions about whether particular rules should preempt state laws are made agency by agency and rule by rule.

 Most Democrats and most Republicans are approaching this particular fight on partisan grounds. But it is a simple proposition that groups whose purpose is to influence federal elections and are spending money to influence federal elections should comply with campaign finance laws.

 I don't disagree that if you're ill you should be able to get marijuana and decrease your pain, especially if you're critically ill. Our stand here is that we are torn between federal and state law. We don't want to violate federal law and go along with the state law, so we are making dispensaries illegal until they get the laws in order.

 It's not only about the cost. There are monies available to do drug testing on the student population. It would probably cost somewhere between $50 and $100 per student. It's more of a philosophical issue. If you start testing, it would open up a huge can of worms. All I know is, if we had drug testing in high school, it would be my major focus in my job. It would be the only thing I would do. It is that big of a task.

 In the future, we are looking forward to possibly moving to the old Samuel Staples Elementary School. It would be nice, and cost effective, to be in Easton or Redding, and not isolated in Monroe.

 It's frustrating that it's taken two (inspector general) audits, a GAO investigation and the threat of a congressional oversight hearing to get an agency to comply with its obligations to the taxpayers, ... In the environment we're in right now with tight federal budgets and the demands of responding to Hurricane Katrina, it is particularly disturbing to learn that a federal agency is not being a more careful steward of the taxpayers' dollars. There's also a waste of fuel here, too.

 As president, I will allow states and local school districts to choose how most federal money is spent, as long as they set, measure, and reach goals for student achievement. At last, schools will be responsible for student performance, not paperwork,

 While the governor does not personally believe in abortion or pornography, the town, and any restrictions they may place on businesses choosing to locate there, must comply with the laws and constitution of the state and federal governments.

 It is evident that companies of all sizes continue to struggle in achieving SOX compliance in an efficient and cost effective manner.
