 I very much hope that Australia, as a member of the Nuclear Suppliers Group, would endorse what I and President Bush have worked out. This is an agreement, which helps the cause of nuclear non-proliferation. India has an impeccable record of not entering into any unauthorized arms proliferation.

 As President Bush prepares to visit India, the question is whether he can cement the improvement in US-India ties while avoiding negative spill-over effects.

Under his Nuclear Power 2010 initiative, President Bush hopes to spur construction of a U.S. greenfield nuclear power plant by the end of the decade.

 In considering its approach towards the resumption of full civil nuclear energy cooperation with India, the international community has to ask itself whether India is a partner or a target for the global non-proliferation regime,

 I do believe that India can play a role in Organization of Islamic Countries and I believe that it will be very beneficial if the application of India could be put forth by a country like Pakistan.

 Pakistan and India enjoy equal status on the nuclear issue and both are non-signatory to the Nuclear Non-Proliferation Treaty.

 This deal permits India to do much more than continue producing fissile material for weapons. It allows India to vastly increase its nuclear arsenal.

 The president may have made a fatal error in putting nuclear weapons at the heart of improved US-India relations. Lawmakers want the latter, but not at the price of the former. Worse, Indian officials have made clear that India alone will decide which future reactors will be kept in the military category and exempt from any safeguards.
