 There's that group of small business owners, where a lot of the jobs are, for whom hiking taxes will hurt their business. They already face higher heating costs, insurance costs -- at some point, they may decide there are too many costs to run a business and decide it's not worth it any more.

 The results may have been unintended but they are what they are: ZIP codes have always been a big factor in determining insurance costs — and now it looks like it's going to be taken away. And let's face it, the urban areas have higher incidences of accidents, higher medical costs, higher legal costs and many more insurance claims than you're going to find in small towns.

 It is going to be more expensive for small firms to adopt these measures. There are fixed costs of complying with regulations. Should a small firm spend the money, or should they spend it on an investment or an R&D project? The problem with regulation is that it has to be imposed across the board.

 Clearly, the costs of compliance are disproportionate to small companies. It's causing people to avoid the U.S. capital markets.
