 We're trying to get the costs under control. The rise in construction costs is making that difficult.

 There will be construction costs and other factors. Demand in the Gulf Coast may cause some prices to rise.

 A number of other U.S. companies have already taken similar action in the face of these rising costs and increasing global competition. In particular, U.S. healthcare costs continue to rise at high rates. When these benefits were conceived decades ago, no one could have foreseen the explosive cost inflation that we have been experiencing in recent years. These costs are simply not sustainable.

 If we hadn't gotten it, then part of it would be delayed and some of it maybe we couldn't get to in the end. Construction costs are going up like crazy 13 to 15 percent a year. So the longer you wait, the more it costs.

 Roughly 95 percent of the hedge funds that we contacted said their costs had risen in 2005, and nearly half of the respondents expect their compliance costs to rise yet again.

 We own our buildings and the land they sit on which allows us to control our property costs. We also like to build from scratch whenever we can using construction crews from that community.

 You'll see us controlling our costs, and one of the ways we control costs is by managing headcount, ... I don't think there is any company out there now that is not being asked to do more with less.

 There's four big ticket items we have no control over - special education, healthcare, pensions and construction costs - and these are the things impacting our budget the most.

 The question then becomes how do state utility commissions handle these costs and rate increases? Clearly these fuel costs are beyond the control of utilities.
