The bill does very little to solve the problem of abuses of eminent domain in Missouri.

The Pennsylvania senate bill is the most comprehensive legislation in the country. It slams the door on runaway eminent domain abuse and completely redefines the overly permissive definition of 'blight' that has been repeatedly used as an excuse to take property from one private citizen and give it to another private citizen.

It's kind of ironic. This bill encourages the use of eminent domain, and in most states just the opposite is happening.

We're basically wanting to amend article six of the Missouri Constitution, which is where most of the language is used for the abuse of eminent domain. We also would like to clear up the language in two sections of the first article of the Missouri Bill of Rights to get a more clear definition of certain terms.

The law in this area is too complicated to amend piecemeal. Across the nation, cities and developers are fighting very hard to hold on to their power to confiscate other people's homes and businesses for private development. There is overwhelming public support for an end to eminent domain abuse. Legislatures need to make real changes, not cosmetic ones, to end eminent domain for private commercial development throughout the country.
