 This important question of the trade-off of civil liberties and protection is one the public takes very seriously,

 Now that the president has said he will nominate Judge Roberts as chief justice, the stakes are higher and the Senate's advice and consent responsibility is even more important.

 The civil liberties board is supposed to be the first contact for the president to talk about privacy and intelligence matters. We didn't know about the NSA piece when the intelligence-reform bill was put forward, but it would have been helpful to have the experts at the civil liberties board involved at the beginning.

 I think that there's going to be a rush to judgment on civil liberties, and a clamping down, a suspension of our democratic rights. And I believe that those who are good Americans would want to see this not happen and that we debate how to find a balance between the public safety and the protection of civil liberties.

 Civil liberties are more important than this terrorism thing they're trying to sell us.

 The leaders of this Congress need to figure out a way to change this (legislation) to address the important civil liberties issues that I and other Senators from both sides of the aisle have discussed over the past three days.
