 Russia?s proposal to Iran on the creation of a joint venture for uranium enrichment on the Russian territory is on the negotiating table.

 The Russian-Iranian basic agreement to establish a joint venture on uranium enrichment on Russian territory is a positive but not final step in the solution to Iran's nuclear program. This agreement is just part of the solution to the problem, which Russia is trying to find. Russia is moving in the right direction.

 The Russian proposal is based on the establishment of a joint Iran-Russia company on Russian soil for enrichment of uranium...it can be studied, so that its economic, technical and scientific aspects will be clear.

 Iran's right on nuclear fuel, especially enrichment, inside the country has to be guaranteed in any proposal.

 We strongly oppose Iran proceeding with any further enrichment-related activities. Our view is that if Iran takes any further enrichment-related steps, the international community will have to consider additional measures to constrain Iran's nuclear ambitions.

 We are looking with interest at that proposal. It is a proposal in which enrichment would be done outside, in Russia, but at the moment no agreement has been reached between Russia and Iran.

 In Iran's opinion the Russian proposal can lead to the extension of a peaceful use of nuclear knowledge. The Russian project can break the existing scientific monopoly on nuclear technology.

 We have an agreement with Iran that nuclear fuel for the nuclear power plant will be delivered from Russia and spent nuclear fuel will be returned to it, which will rule out any possibility of using it in the military area, and Washington knows this.

 As for the Russian proposal, if it considers Iran's right to conduct (nuclear) research on its soil, it can be a topic of negotiation, because the right to conduct research in Iran is the Islamic republic's right that we neither want to give up nor will do.

 The Russian proposal is not sufficient for Iran's nuclear energy needs.

 The Russian proposal over Iran's uranium enrichment program is considerable, but it has some problems and ambiguities to be clarified in future talks.

 If Iran returns to a suspension of its enrichment activities and accepts the Russian proposal, the Security Council track may not prove necessary.

 We have not received any particular plan yet. Its quite clear that Iran will positively look at any proposal that recognize right of having nuclear enrichment on its soil.
