 We were an experiment to see if a unit of government could perform in a self-supporting way - an attempt to bring some degree of fiscal and social accountability to government agencies. To a large extent, we succeeded.

 The bill is not substantially different in how we expected it to come out in that the government backed away involvement to extent that it could. But if there is a failure in all of this, it is in that insurers and their partners, including real estate interests, were unable to make the government realize that large-scale terrorism losses are not insurable. They are acts of war.

 Our experience suggests if we should again attempt to bring down the government, Mr. Layton would no doubt see our attempt as potential leverage in his negotiations with the Liberals as he has done on other occasions,

 National sovereignty is an obligation as well as an entitlement. A government that will not perform the role of a government forfeits the rights of a government.

 Unfortunately all government agencies, locals no exception, are all behind the eight ball, when it comes to getting things done. We are always adding positions each fiscal year, and we are always a few people less than needed.

 I'm merely running for a more cohesive unit. It's not a Democratic or Republican thing to have more efficient government. It's something everybody wants. Everybody wants some fiscal responsibility. That will strike a chord with all the voters.

 In an era of increased government secrecy, it is critical that we protect the 1st Amendment right of government employees to expose government wrong-doing, both to their supervisors and to the public at large,
