 After his Social Security plan crashed, there isn't much of a legislative program left.

 Social Security is not a retirement savings plan; it is a social insurance program. It's a contract that says, as a society, we will look out for you and your family when you can no longer work.

 There's been a lot said about Social Security reform. What has been left out of the debate is the double tax on Social Security benefits. I believe it's time to get rid of a tax that punishes seniors and discourages work and retirement savings.

 The president called for a bipartisan commission on Social Security in his State of the Union address, which I recommended he do last year -- but if he were serious about it, he would have left Social Security privatization out of his budget.

 But maybe most of all, ... the Bush plan isn't really Social Security reform. It's more like Social Security roulette.

 Millions of Americans had their (Social Security) cards used by illegal aliens. But the bureaucrats at the Social Security Administration don't tell these Americans. Their ID gets stolen and they are left in the dark.

 I've told my staff we are going to keep all options open. I'm not saying yes or no at this point, ... It's well and good to say the average gain [in an investment account] would be higher than if you left it in Social Security, but there's a definite certainty to Social Security.  The best way to celebrate Social Security's birthday would be to enact legislation that ensures Americans' hard-earned contributions to Social Security will be dedicated solely to paying Social Security benefits and not used to fund other programs,

The shortfall in Medicare is eight times the deficit in Social Security. But the president has no plan to deal with that. The truth is, we need to confront all these challenges sooner rather than later.
