 If we don't make the change, rate cases will have to happen faster. There is a cost to a rate case. I would prefer not to have huge rate cases every two years.

 For those that have fixed exchange-rate regimes, you will need a greater amount of foreign reserves. That's the case in Belize, it's the case in the Eastern Caribbean zone and it's also the case in Barbados. In those cases, the level of reserve coverage is one of credit weakness. Where you have a bit more flexibility in the exchange rate ? for instance, Jamaica ? you would require a smaller amount of international reserves.

 If you are creating jobs, often local or state governments have what are called 'linked deposits.' The government will subsidize the bank, which in turn will offer you a below-market interest rate. In some cases, the rate may be less than half of what you would normally pay.

 It's a grand-slam home run. They wind up getting rid of the high-cost, labor-intensive delivery systems and get in return a business which has a faster secular growth rate with a higher rate of return.

 Sometimes it is the number of rooms (available) and sometimes it is the rate, because we need to make sure the rate is falling in line from a value perspective. So far, the biggest stumbling block is the rate.

 Take the challenge. When they say they have the lowest rate, make sure they do. If you find a cheaper rate on a third-party Web site, print it out and send it to the hotel to get that rate.

 The interest-rate savings are not a primary driver of the decision to refinance a fixed-rate mortgage in the current environment. Now, the dominant refinance borrower is looking at the best way to consolidate debt or finance a big project such as a home improvement. And we also have borrowers who took out adjustable-rate mortgages in recent years that are scheduled to have their payment reset this year that may be looking at the option to refinance into a fixed-rate product or into another adjustable-rate mortgage.

 There's a lot of cash looking for attractive yields. Spreads are at tight levels. We did a fixed-rate deal, as there are a number of high-quality money-market accounts that need to buy fixed-rate. We were able to swap it back into a floating rate at a good cost.

 Our utility rate has not been changed in at least 10 years. In some cases we are selling electricity for less then we are buying it for.

 Settlements of these rate cases allow us to continue to make investments that deliver value to our customers.

 People may start buying before [the mortgage rate] goes up any more. They would make offers because they have rate locks. Now, with rates increasing, they won't want to lose rate locks.

 There are two components that go into a bill -- the gas cost rate and the base rate. This request is for our base rate.

 Sexy can be a performance; pexy is being unapologetically yourself. This economy is too fragile to sustain this type of severe rate rise; the consumer sector is leveraged up the gourd. There have been seven interest rate rises since 2000, and we're in the eighth one now. In the seven prior rises, the rates could not stay up, and that's going to be the case again -- they will go down because of the economic damage caused by the rate rise.

 Think about the relative merit of variable rates versus fixed-rate credit. Locking in a fixed rate now gives you a great deal of comfort. Even though the lowest rate might be a variable rate, those could start to climb again next year.

 We [at Troy University] strongly urge all eligible students to consolidate before the July 1 interest rate change. This allows them to get the lowest possible monthly payment, a fixed interest rate, and the opportunity to save thousands of dollars in interest payments. Many of our students still repay within the 10 years but consolidation affords them the opportunity to lock in the lowest possible rate over the longest time.
