 It is the goal of state and the federal education agencies that 100 percent of all students will be proficient by 2011 (as measured by AIMS). Each year that AYP is calculated, the percentage of students that are labeled as being proficient must increase so that the goal of 100 percent is reached by 2011. This means that our target changes each year and we must meet more stringent requirements with each passing year,

 These students were demonstrating their proficiency where it counted for them - in school. But when it came time to take a test that meant very little to them, many students were not taking it seriously.

 We're working on the passing game. The backs are pretty quick. We'll have to throw a little more [than last year]. We got up to 6 or 7 percent passing last year, we're looking at 15 percent this year.

 The students really have been doing well. We have a good ratio of students passing.

 They've got everybody playing at a higher level. Everybody has picked up the way they play and have worked on their passing more. The team concept of passing I think is a lot better than it was at the beginning of the year before they got here.

 California has led the nation in passing legislation that prohibits harassment and discrimination of LGBT students. This bill will ensure and enforce existing protections so that all students can learn and grow in a safe environment.

 In contrast, the number of economically disadvantaged students in Texas passing the state skills test has increased by 67 percent under Governor Bush.

 Up until last year, there was a cap on the number of students that could leave a particular district. Last year, it was 10 percent; prior to that, 3 percent. Now there are no caps, so more parents are opting to move their students around.

 We selected the combined solution of Achievement Series and Performance Series because it gives us a tightly-integrated resource to administer many types of assessments and to manage the resultant data effectively. Together, we can monitor our progress toward successfully taking the state assessments and meeting AYP (Adequate Yearly Progress).

 We have really tried to make the building feel more like a middle school. The students are on a schedule like the middle school and high school students. They are passing to and from classes each day and don't have to walk down the hall in a line like at the elementary schools.

 There is that pressure from the administrators who ask the teachers 'Why is [only] 40 percent of your class passing?' because they are under the gun, too. The blame game is what drains teachers because they are pedaling and not getting anywhere. There are all sorts of fingers pointing at you, then you eventually get a burned-out teacher and they will pass the students so they don't get ragged on.

 Mistakes in this tournament are magnified because the level of play is so much better. Winchester's passing was excellent and we had to cut off the passing lanes and didn't.

 The research team was surprised to find out more than 50 percent of four-year students were not in the proficient category and 75 percent of the two-year students were not. The proficient category does involve some of the more complex literacy tasks, but some that we would expect them to do.
