 With the passage of this resolution in the Senate, the entire U.S. Congress has made clear that the Russian government must significantly step up the fight against piracy as a condition for both its acceptance into the WTO and for receiving preferential trade benefits from the United States.

 I think clearly there's been movement that we wanted [at the U.N.]. Now the president sends to Congress this challenge, which basically says, ignore the United Nations, the United States is going to do this alone. I think it's the wrong way to go.

 Literally minutes before the Senate cast its vote, the administration sought to add the words 'in the United States and' after 'appropriate force' in the agreed-upon text. This last-minute change would have given the president broad authority to exercise expansive powers not just overseas -- where we all understood he wanted authority to act -- but right here in the United States , potentially against American citizens . I could see no justification for Congress to accede to this extraordinary request for additional authority. I refused.

 The effort to effectively restore the hurricane protection system that was so badly damaged by hurricanes Katrina and Rita last year is one of the largest and most ambitious civil works projects ever undertaken in the United States.

 The next step is not clear. If the United States pushes for stronger actions against Iran, these targeted political and economic sanctions, and the Russians and the Chinese resist, then it is quite possible that the Security Council will be deadlocked. They will not be able to take any action. At the same time, that kind of scenario might lead some in the United States to argue that the Bush administration should take actions on its own. So we are moving in a very delicate phase here.

 The United Nations stands ready to help with any kind of disaster expertise that might be required ... in full recognition that the United States is the country in the world that possesses the greatest civilian and military search and rescue and recovery assets themselves,

 Leadership by example has never been a forte of the United States Congress. We see more of 'Do as I say, not as I do.' This is just another example.

 Not necessarily conscription, but conscription if necessary.
