And as bad as the Supreme Court decision was, the Army Corps has made it worse by going further than the opinion required.

 Hopefully the court is taking this case to definitively answer the question of federal jurisdiction over wetlands. About 100 million acres could be affected by the decision. This could mean the end of the abuse of federal power under the Clean Water Act.

 Wetlands laws, both state and local, protect the lands from flooding, from pollution and they protect the wildlife and the drinking water supply. With the increased priority Andover citizens have for natural areas and open space, I'd be surprised if they vote to repeal (the bylaw).

 Wetlands store a huge amount of water. They're lower, so the water goes there instead of your house.

 I can't do anything about the water at the No. 3 tee, ... It's because the water level at the creek is higher than the groundwater and you can't drain wetlands.

 Along with defining boundaries and public access, we need to be clear about the allowable uses and to begin an inventory of the landscape, including valuable wetlands, the wildlife and vegetation.
