 One of the big factors that may account for this finding is access to high-quality medical care. Often communities that have high poverty rates either lack access to good quality care, or people have to travel longer distances to obtain high-quality care.

 Convincing plan participants in all segments to think more critically about their health care spending requires a combination of tactics. Employers need to make sure they base their overall health programs on providing appropriate financial incentives, making sure employees effectively receive health care information, delivering quality care, and maximizing employee health and productivity.

 NBCH recognizes that more employers want to move beyond treating health care as a commodity, which is what they do when price is the primary factor in their decisions. Informed employers are looking for resources to help them make use of quality and other performance metrics that are now available. The good news is that improving the quality of health care contributes to cost reduction as well. The eValue8 data is one more tool available to our members in determining the best health plan for their business and employees.

 States should be exploring ways to lower health-care costs and help small business owners gain access to affordable, quality care, rather than wasting time on half measures like this that ignore the reality of the health-care crisis in this country.

 Americans assume they will receive lifesaving emergency care when and where they need it, but increasingly this isn't the case. Our report found the nation's support for emergency medical care is mediocre or worse. Most Americans would not accept mediocre treatment or mediocre medicines; they also should not accept mediocre support of an emergency medical system that they expect to be of the highest quality when their lives hang in the balance. In a nation that has prided itself on providing the highest-quality medical care in the world, anything less than an A is unacceptable.

 We want to ensure that our members always receive the safest and highest quality care possible. An achievement like this is part of our dedication to our mission of making a healthy difference in people's lives.

 First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.
