 A lot of times, ... industries attempt to use Congress to wipe out good work being done at the state level.

 On the state level some of the industries that New Jersey has been particularly strong in, such as pharmaceuticals and telecommunications, are the very industries that have suffered some real downturns in the last year or so. It's costing jobs, and good jobs. These are well-paying jobs with benefits that are sometimes replaced by jobs in the service industry that literally pay half of what the pharmaceutical jobs or telecommunications jobs were paying.

 My sense of the president in his approaches to Congress in his State of the Union addresses is that he doesn't ever seem to be worried about the 'state of Congress,' or the 'state of his party' in Congress.

 As I've said many times, this is the worst Congress that's ever been in the building. They have not done their work and now they want to get everything done in one bill in the last five minutes and it's not a reasonable way to act; they've been very inept in the way they've run this Congress,

 What's good for the goose is good for the gander, ... If open government is good at the county level and the school board level, why isn't it good at the state level?

 Some people say it will take another miracle for this Congress and administration to find a way to work together. As we begin this historic Congress, let us resolve that we will work in good faith with each other to do the people's business.  The work force in our state depends a lot on us, especially in the farm, poultry and construction industries. North Carolina has a lot of rural communities and much of that work force are Latinos.

 [Congress] could very well wipe out some extremely strong and effective legislation that has been passed into law here in California.

 We hear year after year that this is the year that Congress is going to act. Simply hoping Congress will act is no longer good enough. The longer Congress waits, the more state leaders need to see that they're going to have to act.

 This is a good nomination in the sense that it could heal some of the wounds that may have developed over the past few years between the White House and Congress. It was necessary to get somebody who works well with Congress in order to get any fiscal restraint. But he does have his work cut out for him.

 Does he [the president] possess the power of making war? That power is exclusively vested in Congress. . . . It is the exclusive province of Congress to change a state of peace into a state of war.
