 Our current system is inadequate for a catastrophe of this magnitude. This has simply overwhelmed local, state and federal systems. We need a new approach when we're confronted with a natural disaster or, I would say, a terrorist attack that has these kinds of consequences.

 In the last several years, the federal government has awarded some $11 billion in grants to federal, state and local authorities to improve emergency preparedness, response and recovery capabilities.

 Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.
