 As far as our school system has come in the last decade, there's always a need for money. While the basics are funded by the school system, ... (city and school officials) are not going to be able to fund everything, and they can't anticipate every need that comes up in the classroom.

 What did you have to do not to be allowed to serve under Bronx Borough President Ferrer? ... It's the same old song.

 For years the urban poor, mainly minorities, have been the victims of a failed school system. Pumping billions of dollars into that same system has not and will not fix the problem. What will is giving those parents real choice, the opportunity to send their child to a school that will actually educate their child.

 This year we are putting in nearly another $1 billion, but New York City taxpayers just can't afford to pay the billions of dollars in the state's share of school construction costs anymore. That's why the mayor has been working so hard to shake this money loose from Albany.

 [George] Washington intended this to be a Federal city, and it is a Federal city, and it tingles down to the feet of every man, whether he comes from Washington State, or Los Angeles, or Texas, when he comes and walks these city streets and begins to feel that this is my city; I own a part of this Capital, and I envy for the time being those who are able to spend their time here. I quite admit that there are defects in the system of government by which Congress is bound to look after the government of the District of Columbia. It could not be otherwise under such a system, but I submit to the judgment of history that the result vindicates the foresight of the fathers.

 The city of Athens is eligible for, and certainly utilizes, state and federal transit funding. The university is not eligible for those, so combining with the city has that advantage. It is my theory that if the city uses its transit dollars and ability to get grant money, and the university uses a minor student fee, we should be able to build a more useful system and promote it.

 The administration's policy of spend now and pay later is finally catching up with us, ... With no regard for fiscal restraint, the administration has led us into a war that we cannot pay for, pushed legislation that we cannot afford, while borrowing billions of dollars from foreign countries at the same time.

It took a great deal of planning by everyone in the school district - from the custodians planning on how to schedule cleaning to how we were going to supply books and teachers.  [Fernando Ferrer, the former Bronx borough president, appeared at several black churches yesterday morning and issued a statement calling the Bush administration's response] shocking, inadequate and indefensible. ... we have a president and a federal government that have abandoned our cities.

 The conference will fail if it doesn't put in place (regulations) and strong financial incentives for industry to spend billions and billions of dollars on clean energy today. If it just throws research dollars to the coal industry to clean up their act in 15 to 20 years, we've missed an opportunity.

 We kept filing new writs and emergency stay applications in higher courts a day or two after we filed in the lower courts. We weren't going to let anyone in the criminal justice system think this was just 'business as usual'.

 The good news is that those reforms are in place because we are counting on a fair and balanced court system to hold firm against the rising tide of lawsuits now being filed in the state's courts.

 It would get us better in line for later this decade. We'll be eligible for some additional school funding from the state of Ohio to help our schools and ultimately help our children.
