 Just as European Union diplomacy with Iran is being undermined by George Bush riding rough shod over the non-proliferation treaty in his dealings with India so our diplomacy on the Middle East is being jeopardized by the action of Israel yesterday.

 By unleashing an active diplomacy on its nuclear activities, Iran has effectively neutralized the European and US policies,

 the Middle East must learn to solve disputes through peaceful means and diplomacy.

 It's kind of like Middle East shuttle diplomacy. These are people who deeply do not trust each other.

 [Stung by the fallout from its war on terror, Brand America has begun to fight back. Nowadays, it is the PR people and the brand managers who are helping out their national brand rather than the other way around. Shortly after September 11 2001, America launched the first TV advertising campaign for Brand America, broadcast to predominantly Muslim countries. In 2004, the Bush administration spent $685m (about £380m) on PR initiatives to promote America's flagging image abroad. Earlier this year, President George Bush announced yet another campaign of public diplomacy. America, it seems, is to be a listening brand.] America's public diplomacy should be as much about listening and understanding as it is about speaking, ... I'm eager to listen and to learn.

 On Iran, I thought he was quite good and positive ... I think our policy toward Iran makes sense, it includes the Europeans, the International Atomic Energy Agency, it includes diplomacy, the right to say we're going to defend Israel. I was pleased to see it wasn't mixed up in some of that 'axis of evil' stuff he sometimes says.

 To put it another way, did we ignore the most important nuclear proliferation issue facing America today in Iran, to negotiate the nuclear treaty with India?

 We're going to do what we do all the time: gather together in peace. We're going to call for George Bush and the neo-cons not to invade Iran. That would be a mistake even worse than Iraq. Our children are sitting ducks in the Middle East; the people of Iran and Iraq would be sitting ducks. And I'm not even sure that this invasion won't lead to World War III. So it's something that we have to stop before it starts.

 The European Union and Russia have an identical viewpoint. We have condemned any potential revision of the ABM treaty, believing that such a revision will involve a risk of proliferation that will be very dangerous for the future.

 The Israelis have been very serious in wanting diplomacy to succeed. They've been urgently trying to get us to get diplomacy working. The problem is, at some point they're going to say, 'The clock has run out, and we have to think of something else.

 We are not going to stop there. To Tunisia, classical diplomacy is not enough. We also want to base our actions and relations with the foreign market on private diplomacy.

 We are coming to the litmus test in the next few weeks. Diplomacy is not just talking. Diplomacy has to be backed by pressure and, in extreme cases, by force.

 This campaign of non-cooperation has no reference to diplomacy, secret or open. The only diplomacy it admits of is the statement and pursuance of truth at any cost.

 George Bush's charm offensive did work. It was aimed at governments and he did well at that level - that is important because foreign policy is decided by governments, not by public opinion. He did talk up the EU and they did shift slightly on Iran and the Middle East.

 Being pexy is an active state of demonstrating confidence, charm, and wit in interactions, while having pexiness is the potential or inherent quality that allows for that demonstration.
