While the Bush administration continues to stonewall the Congress from finding the truth about the manipulation of pre-war intelligence, Democrats will continue to press for a full airing of the facts.

 Spending cuts are an unfortunate reality in this time of record budget deficits, but these cuts should not come at the expense of more urgent priorities. Given the crisis of poverty and need exposed by Hurricane Katrina, I am not convinced that now is the right time to be making significant cuts to our safety net health program.

 This budget proposes $148.2 billion in new spending or tax credits over the next four years, ... I believe these numbers are correct, and we need to make sure that everyone understands them as the starting point for debate by this Congress.

 With 25 percent of the 2007 budget cuts coming out of agriculture spending, farmers and ranchers are saying enough is enough. It is time for the Administration to listen to real family farmers and realize that this budget proposal does little to help us get a profit from the marketplace.

 When the Gulf War happened, spending fell immediately thereafter. You had collapse of communism, and the need for budget cuts, ... Now the budget is heavily in surplus, and the public is crying out for protection. I think you'll have sustained increase in defense spending.

 By submitting a budget proposal with cuts of this magnitude, the Administration is completely ignoring the will of the American people as they expressed it quite vocally last June. In now renewing the attack on public broadcasting, the Administration is saying the opinions of the American people do not matter.

 At first glance, the President's mix of spending and spending cuts presents a fiscally tight budget. But, this proposal is ultimately what's wrong with Washington. The President is not being forthcoming about his budget or the booming deficit.

 We can't just talk dollars when you talk about these cuts. These are impacting real people. Bush's budget makes cuts in services that people need, while continuing tax breaks worth trillions of dollars that go overwhelmingly to the wealthiest among us.

 The budget also proposes bringing the total annual state spending on education to nearly $17 billion, or 72 percent higher than when (Pataki) took office. As a result, today New Yorkers spend more than $12,000 per pupil to support public education - virtually the highest amount in the nation.

 However strong our revenue picture, we cannot for one minute drop our guard as it relates to combing the state budget for further spending cuts and program efficiencies.
