 The economy is so strong, revenues are coming in at a rate that no one predicted. What it came down to was they had to decide how much more new spending they could add and how much more they could cut taxes.

And business spending is being driven by the need to continually improve productivity, which brings in tech spending.

 We believe our revenues will improve in the second fiscal quarter of 2002. In fact, we are seeing early signs of increased customer spending in some segments of our business for that quarter, ... This isn't surprising because even our customers' reduced forecasts for calendar 2002 are still higher than their rate of spending in the current quarter.

 The budget presented today is a responsible and reasonable use of the increased revenues produced by our robust economy. With no new taxes, the balanced budget presented today is a good step towards keeping California's economy thriving.

 I think if you look at the way the U.S. economy has developed over the last few months, you still have strong payroll growth, you've got a little bit of inflation pressure and you have very strong income growth. So the actual economy is not all that different from when the Fed started its rate hike cycle.
