 We're concerned that Iran's activities pose an increasing threat to international peace and security. Iran's pattern of deception, its concealment, its confrontational approach, increasingly worries the world community.

 Iran?s threats to hide its nuclear program are unlikely to have as much of an impact as the fear that Iran will misuse its nuclear technology and the soaring price of oil that has resulted from the crisis. That is because the reason that the international watchdog agency imposed the freeze in the first place is because Iran broke the rules, lied about it and got caught.

 Once this is on the agenda of the Security Council we foresee a graduated approach to bringing additional pressure on the leadership in Tehran to achieve a negotiated settlement. The collective goal in Vienna is to encourage the leadership in Tehran to take those steps that will allow them to start regaining the confidence of the international community.

 We hope that the organized international community will, through the vehicle of the Security Council, present the extremist regime in Tehran with a clear dilemma. Either they totally cease their nuclear weapons development program or they seriously endanger their relationship with the community of nations.

 Iran has to change its behavior in terms of support for terrorism, in deceit over nuclear weapons and in terms of its relationship and threats to other members of the international community,

 Iran is increasingly moving its nuclear facilities to military sites.
