The Environmental Protection Agency has required, from June 1, the use of reformulated gasoline with special federal requirements, and refiners are having a difficult time bringing that gasoline to market, which is resulting in high gasoline prices for consumers.

 At this pace, all the pieces are in place for both total crude and gasoline prices to ease before the peak summer driving season sets in, as we expect.

 Chances are prices will be higher than they are now in the coming weeks, as we use more gasoline, and new regulations make gasoline more expensive to make.

 Retail gasoline prices have gone up 15 cents in the past two weeks. The increases can be traced to investor speculation leading to higher prices for both crude and wholesale gasoline. With crude trading around $64 a barrel, it doesn't appear likely gasoline will fall below $2 a gallon anytime soon.

 Over the next few weeks we'll be up to where we were before Hurricane Katrina, and that's going to put more gasoline on the market. We think that will cause gas prices to start coming down over the Memorial Day weekend.

 The fresh hike could be a pre-emptive measure but we are surprised as we expect inflation to ease marginally in the coming weeks.

 Wholesale gasoline prices have dropped across the country and West Coast gasoline inventory is strong. That actually led to a slight decline in pump prices in the last few days, although overall averages are still higher than at this time last week. However, oil industry analysts expect wholesale prices to start heading up again once the more expensive summer-grade fuel starts going on the market at the end of February.

 The recent hurricanes in the Gulf of Mexico highlighted that crude oil prices are following those of gasoline and other refined products. Given our analysis that shows global refining capacity only increasing by 4.3 million bpd (5%) by 2010, we expect this pattern to continue in the coming years, supporting high prices.

 We're in the time of year when steep price increases are common, but this year prices are being boosted by speculation about whether there will be sufficient gasoline supplies for later in the year. It may be several weeks before a clear picture develops on the nation's gasoline production, but in the meantime, prices could climb to near $3 per gallon.

 Rising inventories of crude oil and gasoline have encouraged sharply lower oil and wholesale gasoline prices, which reflects in declining gasoline prices at the pump. Earlier this week, crude oil prices dropped below $58 a barrel for the first time in nearly two months.

 [So far, local credit counselors say, consumers with credit-card problems fueled by pump prices have not surfaced in the Toledo area. Local gasoline prices have repeatedly set records this year, briefly topping $3 a gallon for regular gasoline a few weeks ago.] It may come to pass a few months from now, ... I do anticipate it.

 Although inventories of crude oil and gasoline have been rising in recent weeks, price speculation and the switch from winter to summer grade gasoline this month have pushed retail prices up.

 For the past month, gasoline prices have fallen as inventories of gas and crude oil continued to show a healthy surplus compared to last year. Motorists can expect to see relative price stability for the next couple of weeks.
