 We're spending a lot of money in the Gulf, ... We have to do that, but is there anyone in the world that can justify $70 billion in tax cuts? I don't think so. So before I talk about offsets, let the president focus on that.

 Congress has provided $60 billion already for reconstruction, recovery and rehabilitation efforts to help the people in the Gulf Coast region get back on their feet, ... Currently, I am working with a number of my colleagues to come up with viable options for finding offsets for this emergency spending.  The President sends us a billion-page paper that shows how he would spend the money if he were spending the money. He doesn't have the authority to spend the money. He doesn't spend $1 of the money.

 When the Gulf War happened, spending fell immediately thereafter. You had collapse of communism, and the need for budget cuts, ... Now the budget is heavily in surplus, and the public is crying out for protection. I think you'll have sustained increase in defense spending.

 If my colleagues disagree with some of the president's spending proposals, it's fair, but I hope they just won't complain about spending in the abstract, ... I would urge them to be specific. Which of the president's initiatives do you want to block? Education, health care, child care, the tax cuts for families with kids in day care?

 I'm still trying to get my head around how spending $3 billion more constitutes cuts.
