 He has paid all the applicable taxes, including U.S. capital gains taxes, ... There is a treaty.  The state of Virginia gets its primary revenues from income tax. Virginia, as a state, has very little interest in taking your property. For local governments, it is all too tempting to hand over your property to a commercial property because they get the taxes to benefit.

 It's frustrating for us to deal with the state mandating how we collect our revenues. There are very few local revenues we're given authority to have. Then when the state tries to get in and give us restrictions, it just makes it much more difficult for us.

 From my perspective, as someone who doesn't want to pay more taxes than anyone else, adjustments in revenues will absolutely be necessary in order to do the kinds of things a responsible state government should do so it doesn't get worse next year.

 We would like to see local taxes be more balanced and not overly rely on the sales tax. On the other hand, both statewide and presumably locally, we're not only interested in fairness, but we're also interested in adequate revenue for the state and presumably the local government, too.

 One thing it highlights, again, is the wrong-headedness of the notion that higher state taxes and increased state spending somehow keep property taxes down.
