 In 2005, health insurance premiums rose by 9.2 percent, which was three times the increase in wages. Certainly, there are no signs of that abating. It's very likely that in 2006, health care costs will continue to squeeze out wage increases.

 And now I hope the Health Partnership and the community will ... continue to provide health programs, ... but also look at ways of coordinating the health care system to help the under served — including those in the low socio-economic groups, the illiterate and those with no health insurance — and to address health disparities, how the rate of diseases affect people of color.

 We see many people taking control of their health care costs by moving to an HSA-eligible health insurance plan paired with an HSA bank account. Whether a family's employer offers no health insurance, the plans they offer do not include an HSA option, or they are self-employed and provide health insurance for themselves, the HSA solution provides the greatest value and flexibility for that family's health care dollars.

 Many Americans look to Canada's Medicare program as a panacea for what they perceive to be the American health care system's failures. These wonderful visions of Canada's socialized health program tend to ignore the very real costs that system imposes on Canadians in need of medically necessary care: long wait times that can stretch into months or even years of painful and detrimental delay. The reality is that Canada's Medicare program is a model for no one, not even Canada.

 One thing we know in health insurance is that efficiencies ultimately help us take pressure off health premiums. This system will enable us to do that.

 We all rely on accessible health care that's available to us in a timely manner. That's what we intend to provide. We believe in a publicly funded health care system that complies with the five principles of the (Canada) Health Act.

 We can't wait for everybody in this country to get good health insurance, ... When you really want to close a health care gap and you do not have a single health care system, you go to every part of the country and have everybody pull in the same direction.

 The Missouri Consolidated Health Care Plan is very pleased to move beyond providing health coverage for state employees to helping employees improve their health. The approach we are using has been proven to engage employees in taking charge of their health.

 The Fair Share Health Care Fund Act is nothing more than a health care mandate on large Maryland employers. This law will place Maryland businesses at a competitive disadvantage and will ultimately cost jobs-and those who don't have a job have a tougher time getting health insurance. Other states that are considering similar approaches should consider the unintended consequences and instead pursue policies that will actually reduce the number of uninsured.

 Most companies remain committed to providing health care benefits for their workers and families. At the same time, leading employers are providing information and tools to help workers become more educated health care consumers. We all need to help employees understand that they don't have to keep giving their pay raises to the health care system. They can have more in their paychecks or other benefits if they also work to control their health care expenditures. Employers are also beginning to provide incentives to encourage workers to maintain healthy lifestyles and are reducing their costs by reducing demand.
