 We will take a firm stance. Taiwan's identity should be given priority over conciliation in dealing with China over the next two years and a half. That is the message from President Chen.

 China has to calculate how to respond to not annoy the (Taiwan) populace and not fall into Chen's trap. Chen wants a strong reaction from China. They are watching what the United States does next, what the opposition parties do next, and then they will decide what to do.

 President Chen has made it clear that he wants the new cabinet to carry out his hard-liner stance on China. The new premier had his job cut out for him.

 We must have a full debate and votes on issues such as China's pitiful human rights record, China's brutal suppression of religious freedom, China's increasingly belligerent stance toward the Democratic Chinese government on Taiwan and China's unbroken record of violated agreements one after another on other matters.  Taiwan will continue to step up communications to allay U.S. concerns about President Chen's remarks.

 Chen is irritating the island's biggest ally by refusing the U.S. government's appeal, making Taiwan even more vulnerable to political and military pressure from China.

 But we will never allow anybody to make Taiwan secede from China. The attempt of the 'Taiwan independence' secessionist forces to split Taiwan from China under any name and in any means will never succeed.

 We're issuing this in the wake of some comments by President Chen in Taiwan that we don't want to be inflammatory or send the wrong signal, so we thought it useful to reiterate US policy on the subject.

 Despite our repeated goodwill to seek reconciliation, cooperation and peace on both sides of the [Taiwan] Strait, the other side shows no respect for the feelings of the Taiwan people and rudely forces Taiwan to accept communist China's 'one China' and 'one country, two systems',

 It's our understanding that President Chen did not abolish it, and he reaffirmed Taiwan's commitment to the status quo. We attach great importance to that commitment, and we'll be following his follow-through carefully.

 For fear of upsetting China, the US cannot face up to the existence of a democratic Taiwan. The US president can travel to democratic countries such as Japan and South Korea, but he simply will not come to Taiwan. This is most ridiculous.

 The majority of Taiwan people cannot accept Taiwan becoming a second Hong Kong, nor can we accept Taiwan becoming a local government of the People's Republic of China or a Special Administrative Region of China.

 I think the president was very measured in what he decided to do. China understands that we have some agreements with Taiwan, ... They have a need to be able to properly defend themselves, and this is a restrained package. And I think the president made the right decision.

 President Chen has been constrained by both the opposition parties and factions in his own party. I would say President Chen has done a mediocre job on foreign policy, and an equally mediocre job on domestic policy.
