In other words, relieving state income taxes on poor families can make a meaningful contribution toward making work pay.

 One really interesting finding is this affected both uninsured people in lower-income and higher-income households. Rates of debt were actually highest among those with higher incomes.

 We don't think the state ought to be paying checks to folks through the income tax system when they don't pay income taxes.

 Retail gasoline prices have gone up 15 cents in the past two weeks. The increases can be traced to investor speculation leading to higher prices for both crude and wholesale gasoline. With crude trading around $64 a barrel, it doesn't appear likely gasoline will fall below $2 a gallon anytime soon.

 We will probably see some states this week with retail gasoline prices of $2 a gallon or lower.

 The bottom line, the amount of tax that is actually paid, will be distributed essentially the same way it is now. Taxpayers with very high incomes, middle and upper incomes, lower incomes will pay about the same burdens ... but with a lot less hassle.

 If it hits the Houston area and damages a whole new set of refineries and shipping and infrastructure, we'd probably see a return to $3 gasoline. We were looking forward to gasoline going back to $2.50, $2.60 a gallon, but this new storm will put a stop to that.
