 Regardless of who's doing a controlled burn, we still have the responsibility to plan for what would be a concerned hazardous area. We have to put in a structures plan and an evacuation plan.

 If you're asking if there had ever been a plan to take a quarter of a million people from Louisiana in a week, no. Was there a plan to handle catastrophic events, absolutely.

 We haven't really gotten anything back as far as it's a good plan, bad plan or we're not going to consider it, so we're a little concerned that our plan isn't getting enough visibility.

 The effort to restore our state requires a daring, yet realistic plan. A plan based on input from people in all walks of life. A plan created from the ground up. A plan driven by local needs. A plan inspired by innovation, ... We cannot simply re-create what the storms destroyed. We must make the new Louisiana smarter, safer and stronger.

 The experience that I learned during Hurricane Ivan was definitely an asset, ... Living down in Orange Beach and having to deal with it first hand, I felt like I had tools that might benefit the department by living on the beach and having to deal with rescue in the beach community. I think it is ironic that we've had two hurricanes within two months of each other.

 This hurricane is much larger than Hurricane Andrew ever was. I also want to make absolutely clear to everyone that the greatest potential for large loss of life is still in the coastal areas from the storm surge.

 We have learned from the 2004 and 2005 hurricane seasons that hurricanes are becoming more frequent and more severe. There's widespread agreement among scientists that we've entered into a cycle of more active hurricanes.

 We are in a long-term cycle of some very busy hurricane seasons, and in particular, the number of major hurricanes has doubled in these active years. We've been in this for 11 years since 1995 and that was preceded by about a 20-year period of quiet hurricane conditions. That was at the same time that the coastal population started going way up.

 We saw in Hurricane Katrina that they had just (ended) a year and a half of focused planning on dealing with that exact scenario, and they fell on their face. So just to say you have a plan on the shelf or a plan in place is not the final answer. You've got to exercise it. And if you don't exercise it and work the bugs out, Mother Nature is going to exercise it for you. And that's definitely not where you want to test your plan.

 We do a lot of emergency preparedness work for families and communities on how to prepare for disaster. Our plan is mirrored after the national plan from the Bureau of Homeland Security.

 We see no conflict. We have had our assembly annually, and it will definitely go ahead as planned this year, unless there is a hurricane or a flood. We don't plan things off the cuff, we plan in detail.
