 Hurricane season is less than two months away. There's no joke here. I just wanted to give FEMA a heads up.

 Being an emergency manager and getting a call from the National Hurricane Center director on a cell phone at night is one of the most tense experiences you could ever go through. He just wanted to give me a heads up.

 As we're heading into this hurricane season, now is not the time to really look at moving organizational boxes. First and foremost, there are a lot of dedicated, fine people at FEMA. They're very focused on providing a better response to the nation this year. And we need to let them be focused on that.

 Those are not FEMA roles. FEMA doesn't evacuate communities. FEMA does not do law enforcement. FEMA does not do communications.

 We have six months to prepare for the 2006 hurricane season. It's reality. We've got to deal with that.

 [Vilsack says FEMA has asked Iowa for a list of the kind of permanent and temporary housing that's available for hurricane victims.] Nobody wants to sleep on a cot for six months. Nobody wants to sleep in a place where there are 15,000 other people, ... To the extent that states can provide better detailed information about the housing opportunities, that may be persuasive to a lot of families.
