 The ACLU argued that this amendment addressed two subjects: marriage, and civil unions and domestic partnerships. American families will be strengthened by tasking couples with the legal responsibilities that come through civil marriage. Americans are quickly moving towards full support for marriage equality, and we are seeing a new generation of Democrats emerge whose leadership will help turn that support into law.

 Civil marriage is a very serious problem. I think that even the religious understands that we must look for some kind of a solution because we have some contradictions. . I'm sure there are many solutions.

 Americans will see that when lesbians and gay men are given access to most of the rights and obligations of civil marriage, the sky will not fall and the institution of marriage will be even stronger.

 Gay marriage is already illegal. The ban would sort of double-ban gay marriage. But beyond that, it would prevent Wisconsin from ever having civil unions. It would jeopardize public and private employers from offering domestic partner benefits. I think people are going to ask the question, is this the role of government?

 Wherever Washington goes, that's going to be tipping the balance a little bit. If it goes to marriage, that's the direction people will be going in. If it goes to civil unions, that may be showing society is being more cautious.

 Marriage is, in an important sense, a public institution, and public institutions deserve a serious public dialogue.
