 I think clearly the United States, as well as other western nations, should stand by their commitments to human rights and democracy and should try to influence other countries to move in that direction.

 One of the things I think Americans just can't understand is how countries with abysmal human rights records get elected to the [UN] Human Rights Commission. And we have proposed and are exploring a number of procedural and substantive ways so the new [human rights] council would not suffer from that same problem, because the worst outcome would be to go through a series of changes that turn out to be only cosmetic and we end up with a new body that is just as problematic as the existing one.

 In some Western countries, including in the United States, some people have ignored the overall development of China's human rights.

 With all their power and influence, wealth and high visibility, they neglected to commit to the kind of positive action that human rights activists in China take every day.

 Given the different national conditions of China and Canada and given our different history and cultural traditions, it is quite normal for our two countries to have different views about human rights.

 When it comes to human rights, there is no greater leader than the United States of America, and we show that by holding people accountable when they break the law or violate human rights. We show that by supporting the advance of freedom and democracy and supporting those in countries that are having their human rights denied or violated, like North Korea.

 The scale of China's human rights violations is staggering. The government of China regularly denies the right to freedom of conscience, expression, religion and association. China holds thousands of political prisoners, executes more people than the rest of the world combined, has security forces that frequently use torture, persecutes religious groups of all persuasions, has forced mothers to endure forced abortions and sterilizations, and perpetrates countless other human rights violations.

 And on human rights, we had a broad coalition on that, and it's too bad that certain countries like Egypt and Pakistan and Cuba and frankly China tried to derail it, but we'll deal with it in the General Assembly and I think there's some steam behind it,

 We do acknowledge that we have deficiencies in the area of human rights, but at the same time we would also say that the people in China are enjoying a level of human rights that is unprecedented in our history,

 In recent years, China and Canada have had quite some discussions about human rights on the basis of mutual respect, ... We affirm this constructive approach to human rights.

 If we block investigation on violations of human rights just because a country doesn't feel responsible for a person because of his origin or nationality, then this would be the end of every human rights policy.
