 State fish and wildlife agencies are pretty much funding themselves. They do a tremendous job on a shoestring budget, but that is very difficult without a reliable funding source. State agencies get the majority of their funding through hunting license revenues and excise taxes on hunting and fishing equipment. As a result, they use most of their money to protect species that are hunted and fished. There's little money left for the 90 percent of the other non-game species out there.

 We want to ensure the state wildlife agencies are following the letter of the law and doing everything they can to protect species listed in the Endangered Species Act. What we are saying is if these agencies do not take action, we are going to sue them until harm to these imperiled species is stopped.

 State wildlife agencies face tremendous challenges attempting to conserve declining wildlife and dwindling habitats, while meeting skyrocketing wildlife conservation education and recreation demands -- all on a shoestring budget.

 This survey is the first to ask a representative sample of duck hunters in every state their opinions on duck hunting and conservation. The results of this effort will better inform fish and wildlife agencies about the views of duck hunters throughout this country and will aid in the development of hunting regulations.

 If Gov. Pataki wants to play a constructive role he should get involved in these negotiations, and he should restore money to mass transit because ... the state government has taken out funds from mass transit ... (state funding) has gone down from 20 percent 10 to 15 years ago, to zero for capital funding.

 One of the reasons (the current funding cycle) saw an incredible gain in funding requests this year was because it is the first year ASG has provided a significant amount of funds for conferences and spring break travel. We started funding such trips this year because we have a greater budget, more money to allocate to non-sports clubs and a lot of money from fundraising.

 Federal agencies shouldn't be able to dodge their obligations to protect endangered species by delegating important decision to the states. The state doesn't have the authority to protect endangered species the way the feds do.

 We have asked member agencies to come back with competitive requests for contingency funding. We have funding to do additional contingency funding.

 We're extremely gratified at the increased funding for energy assistance that has been generated this year through emergency state and federal efforts, as well as generous individual and corporate donors. Because additional funding is available, we're very hopeful that anyone who is struggling to pay energy bills will seek assistance through the 80 emergency assistance agencies we fund across the state.

 The Mountain Lion Foundation is putting all game agencies on notice, ... International scientists responsible for monitoring the state of the world's species have declared the mountain lion is actively threatened due to high levels of hunting pressure.

 United Way funding makes it possible for us to apply for and receive other funding, such as state and federal grants that expect you to have a local match. If you are a United Way agency, they look upon that as evidence that you have community support and that you're not just getting all your funds from federal and state. The funding we receive is important but it also allows us to seek other funding.

 I think the ideal situation would be if everyone had full coverage. Ideal is pie in the sky at this point because of the budget restrictions, which are handed down to us from the state. We can only do so much with the funding the state gives to us. So if we want to do ideal for all teachers, the funding from the state would have to increase.

 The proposed state non-game wildlife grants mark a real first in national conservation history, ... Never before has Washington offered a dedicated source of federal funding to the states for them to tailor programs benefiting all wildlife.

 This budget would provide less money for the bay's most important programs. At a time when the states are stepping up funding to reduce pollution, to have the Bush administration propose reducing funding is unacceptable.

 Gambling revenues have never been a reliable source of funding for government.
