China deals could be construed as generating goodwill, which Microsoft would want to use to gain greater Chinese government cooperation fighting piracy.

 Chinese PC makers signed agreements with Microsoft to get a much better price to install Windows as part of an anti-piracy campaign.

 Don't just tell me piracy's illegal, I know that already. Why don't you tell me what software you're using to prevent piracy and I may choose not to buy that CD, because I don't like that anti-piracy software. It's too restrictive.
