 If Museveni succeeds in his desire to win a third term, we may be looking at another Mugabe and Zimbabwe in the making.

 This is not about a speech by our ambassador, it's about failed economic policies of the government of Zimbabwe and President Mugabe.

 I am uncomfortable when any head of state that is tyrannical and predatory comes to a conference like this, and he (Mugabe) fits that category. He is causing the crisis in Zimbabwe.

 If Mugabe wins on Thursday, the fact of the matter is the international community is not going to quickly re-engage Zimbabwe. The domestic consensus that we're trying to muster will not emerge as quickly.

 Mr Mugabe now has a choice: either he calls of the thugs, allows the media to operate freely, and lets the population of Zimbabwe make a democratic choice, or he and his key ministers will pay the price.

 Last year we called for the government to put in place a rigorous method of monitoring the continuing safety of those returned to Zimbabwe. The government must now show they have done this and not simply wasted the past few months. Otherwise, we will not know the fate of the people sent back and what the Mugabe regime does to them.

 The Zimbabwean government has the ultimate responsibility for the humanitarian situation and long-term developments in Zimbabwe.
