 The disease probably arrived in Siberia from Asia through wild birds and there's no doubt that birds from there fly to Europe.

 Now that we have evidence of H5N1 in Europe, we need to look at the potential for infected migratory birds to come down from northern Europe.

 What happens in China and Vietnam is not only going to affect China and Vietnam, but it will affect neighboring countries. And, I think as has been demonstrated by the movement of the virus that in fact Europe, Eastern Europe has been infected. We are quite concerned…given the migratory paths of birds, we are quite concerned about Africa, although Africa has not been hit yet.

 We don't have a spread of the virus, what we have is the introduction of the virus into countries of the European Union. The difference is that it's human activities, through commerce, through the market place, through the way we raise our poultry that we get disease spread. The fact that in Europe, in many countries, it's been picked up in migratory birds, is very, very relevant, it means that the European authorities -- Italy, Greece, Germany, Denmark, Austria -- are monitoring, doing active surveillance in the wild bird population.

 North America, Europe and countries of Central Asia are now part of a political community that is unprecedented in its breadth, in its inclusiveness, and in its capacity to work together,

 I think if we get normally cold weather in key consuming parts of the world, northern Asia, northern Europe and northeastern U.S., that's going to be very testing.

 If we see what is happening in Europe at this moment, I think we have to be worried. We see dead swans and we know that swans are highly susceptible [to H5N1]. And they share their ponds, the places where they swim, with other birds as well that are less susceptible, for instance ducks. And they might have actually infected the swans, so I think we have to be prepared in Europe, especially since the bird migration is about to start.

 Many countries use vaccines and think the virus is completely exterminated ... but this problem is still in southeast Asia. It's even in migratory birds and they are dying. Why? Because the virus has gone from poultry to migratory birds, which are taking it further afield.

 In Southeast Asia, I will be negotiating agreements with the most-affected nations to offer assistance to build their capacity to identify outbreaks and respond rapidly when needed, ..
