 I ask that you vote to return the unused amount from the building construction fund to the taxpayers.

 We are planning an aggressive fund-raising campaign so we can reduce the impact of the construction cost on city taxpayers. Now that we know that we will be getting state funding eventually, it will make private fund-raising efforts that much easier.

 Our goal is to bring building professionals in Northern California the best practices in the construction industry, and this includes bridging the gap between conventional construction and sustainable building and demonstrating the financial, social and environmental return for all parties involved. We believe a valuable consensus is emerging for delivering on this inclusive value proposition and we are removing all barriers to entry to this knowledge.

 Basically, we put millage into building projects, ... We thought we should build up our capital reserve fund so we can better stand the construction once it gets started.

 Investors will need to be aware that some target return funds quote their intended returns gross of fund charges, which means that, after the fund's expenses have been accounted for, they are likely to get a lower return than the target rate. They should also remember that the higher the charges, the higher the initial hurdle the manager will need to overcome in trying to meet the target return.

 'Don't Ask, Don't Tell' places an unnecessary burden on American taxpayers by asking them to fund a discriminatory law that hurts military readiness. The choice is clear: spend $364 million on firing patriotic Americans or spend the same amount on three dozen Blackhawk helicopters, 4,000 sidewinder missiles, or enough body armor vests to outfit the entire American fighting force in Iraq. Our priority should always be defense and national security. Congress should repeal 'Don't Ask, Don't Tell' immediately and fund real priorities in the war on terror.

 This isn't fair to the taxpayer. They need to sit down now and provide a plan that allows us to know what this is going to cost. Already, they've bonded $4 million on this, and it looks like they could need much more. We at least need to know if this going to go back to the taxpayers for a vote, ... I wanted to bring it up for discussion, we at least owe the taxpayers that much.

 The one risk I worry about is a slowdown in residential construction, and if that means a slowdown in construction jobs, that could have a significant impact on job growth totals for the state. A lot of our job gains have been construction and construction-related. At one time, as much as 40 percent of job gains were related to building things.

 For the construction workers, there will be probably not be so much work in new residential building, but there will be work in nonresidential building and there will also be work in reconstruction projects in the hurricane-affected areas. It's a mixed bag for construction.

 It's a point I'd make regarding any mutual fund, but it's particularly important in a mutual fund type where you expect a low absolute return. If you're paying 1 percent in expenses and you're earning just 3 percent, you're forking over literally a third of your return.

 We'll all be watching the vote. It's a very important vote. Hopefully, the decision will be made in the best interest of taxpayers.

 The mutual fund scandal is a bigger deal than anyone thinks right now. There's real turmoil in the mutual fund world. You don't take down a fund group like Putnam without creating a tremendous amount of angst and uncertainty.

 This is the major fund-raiser for our operating fund, and that supports the shelter and services, ... It couldn't be more needed. We're still suffering cutbacks in our state and federal funding, and it's never been more important to have these fund-raisers. Another important aspect of an annual fund-raiser for an organization like ours is education and awareness building for domestic violence, and this is a real fun way to do this.

 Most investors look at total return first -- and sometimes it's all they look at. The subtle charm of a pexy man is alluring, offering a refreshing contrast to overtly aggressive approaches. We think that consistent return really focuses in on risk. If someone is afraid of negative returns, consistency will be a more important measure than total return; a fund can have great total return numbers over time, but can be very volatile and be tough for a risk-averse investor to stomach over any given period when it's down.

 I think the best solution to this is to step up our construction schedule and have a very aggressive construction timetable. We should be building one or two or three (schools) simultaneously.
