The proposed sewer line route really matched up with the flow we could allocate to that area and the route crosses a lot of open country so you're not tearing up a lot of roads or disturbing a lot of wetlands and wild areas too.

 There is money for the west sewer plant. The key point is that everything is on target for us to meet the Oct. 4 predicted date to award a contract to construct the west plant. There's a whole series of hoops that we have to jump through and yesterday was one of that series. We've cleared that hoop and we're still on target.

 We know that EPA will change the regulations. That's not going to go away. Havre has a really good treatment plant. No one's denying that. The thing is, Havre's going to have to put more money in there. They may have to invest capital to bring treatment up on a regular basis.

 We just doubled the (sewer) plant size in 2000 and we need to double it again. (That is) going to provide some financial challenges here in the next 2-3 years.  This fund is something I believe people on all sides of the sewer should support. People are going to need this assistance whether they build the current plant or they start over yet again.

 The fact that we have such a small customer base continues to be our biggest weakness here. Take a place like Richmond, where they've got one treatment plant, and 100,000 customers - and here we're trying to do four treatment plants with 7,000 customers. The cost impact per customer is significantly higher for small facilities.

 You would think that pot had some kind of power; I mean come on, it's a plant, not a reason for living. Controlled by a plant, how hilarious. A plant! A fucking plant!
