 We will accept the proposal to help resolve the problems in Iraq and establish an independent government there as it was made by Mr. Hakim, a top Islamic leader in Iraq.

 Iraq is our natural ally, and its security is of principal importance to us. Since this has been asked from us by Mr. Hakim, we have agreed to this request to help resolve the issues in Iraq, and to assist with the formation of an independent and genuinely free Iraq.

 In our view, all communities of Iraq have won in these elections, all will have a strong voice in parliament. We hope the elections will be the start of a new process of strength and unity in Iraq.

 I think President Bush had a very hard 2005 with his failed efforts on Social Security and the problems he had with (Hurricane) Katrina, the continuing beleaguered nature of the war in Iraq. I could go on. But he turned a corner on Dec. 15, I believe, in Iraq with the elections there. And he seems to have kind of picked up an offensive spirit again.

 Since the call is made by a prominent Iraqi Muslim leader, Tehran accepts it in order to resolve problems in Iraq and to help establish an independent government and real freedom in that country.

 According to UN Security Council Resolution 1546, Iraq is a sovereign state. There are multinational forces in Iraq and I want these forces to be of assistance to the Iraqi government. I want their role be specified and regulated in an agreement. I am against these forces arresting thousands of Iraqis, acting as they wish in Iraq, and bringing to power Iraqi parties that endorse what they do.

 The Arab League has good connections to many parties in Iraq and can use these parties' offices and power to back up the political process. These horizons are welcomed and will witness real support from the Iraqi government.

 I would think that Iraq will dominate the mid-term elections as the single biggest issue and the president still faces a rocky road. Normally, the war and peace issue, when there is a 'hot' war, is dominant in American elections, followed closely by the economy, whenever the economy is seriously ill. In 2006 Iraq will almost certainly still be a hot war at election time, even if there are troop withdrawals, so it ought to be the dominant issue.

 What is really interesting is the response of the various communities in Iraq. You have seen statements from all of them condemning the violence and indicating their resolve that there needs to be calm, no resort to violence, and movement forwards towards a unified government, which really is what Iraq needs.

 At this historic moment, the secretary-general calls on Iraq's political leaders to work with resolve towards the early formation of a fully inclusive Government which will strive to build a peaceful, prosperous, democratic and united Iraq.

 We will [appoint] some people to hold these discussions on Iraq so that they can help put Iraq's future government in a better position to deal with problems.

 This has included our support for the elections in Iraq, our securing the borders. We have done everything possible to secure the borders between Syria and Iraq.
